A phone call is made to the mansion, and the X-Men field leaders find themselves with an operation to plan unlike anything the team has seen before.

The scope of what they were about to do was getting to him, Scott thought distantly. That's what you get for staying up half the night watching CNN and their probably exaggerated estimates of how many people are rioting in Seattle... He looked up as the Situation Room doors opened, and managed a tight smile for Ororo and Alison.

"Charles just got off the phone with Val Cooper," he said, without preamble. "We've been asked to fly to Seattle and give assistance to the police - and likely the National Guard, as well, by the time we get there. There are a lot of mutants among the rioters."

"Not entirely unexpected," Ororo replied, heading for the chair she usually selected for those meetings even as Alison headed for her own as well. "Considering what some of the main topics of the summit are..."

"We've already got some people there," Alison picked up, the chair creaking slightly as she leaned back into it, unlike Ororo's. "Nathan called up earlier to report on how things were progressing - we can get another up to date on-site report from him while prepping to head over there."

"Charles let Cooper know that we have team members onsite already. She offered to have a couple of Secret Service agents sent over to the hotel to free them up to meet us at the airfield." Scott took a deep breath. "We're cleared to fly right in," he said, "and there'll be police vans waiting for us, to take us where we're needed. They're eager to get us in there and working, but they can't give us much in the way of specific estimates in terms of the number of mutants we'll be dealing with. They're guessing there could be as many as forty thousand people in the streets."

There was a silent pause at that, before Alison finally spoke up. "That's a lot of people to contain and talk out of causing trouble without hurting any of them," she murmured, a small nod from Ororo echoing her words.

"They want us focusing on the mutants among them," Scott pointed out. "It makes sense to me. If you've got a pyrokinetic rioting, it's considerably more dangerous than your average fifty baseline humans. And the issue, I think, is that the police aren't really prepared to deal with mutant powers in a riot situation." He sighed. "This is looking like an exercise in picking up the slack. Manpower's going to be an issue. I think we'll have to use the trainees."

"There are many tasks which we could assign them to, both suited to the degree of their training as well as serving to free up team members to deal directly with rioters of a more hazardous nature." Ororo continued, unperturbed. "Doug, for one, would be ideal if assigned to the police task force, both in helping them understand any of the rioters which might speak a language they don't know as well as in assessing the mood of a crowd..."

"Body language. Odds are high they have veterans who can intuit that sort of stuff too, but will they have enough to cover all the bases? They'll be happy to see an additional help there, I'm sure." Alison nodded at that and reached out to pull a keyboard near, the digital display projected on the far wall listing both trainees and team members.

Without further ado, all three team leaders settled down at assign tasks and duties to each of them, as best they could with the information at hand.

(OOC note: The term 'chapter six and a half' was first used by the UN Secretary-General Dag Hammarskjold in reference to peacekeeping, which he saw as occupying the space between traditional methods of resolving disputes peacefully, such as mediation and fact-finding (chapter six of the UN charter) and more forceful action, such as embargos and military intervention (chapter seven).)
